IPCC (Intergovernmental Panel on Climate Change)
Overview

The Intergovernmental Panel on Climate Change (IPCC) was established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP). It provides a clear scientific assessment of climate change, its potential environmental and socio-economic impacts, and possible adaptation and mitigation strategies.

The IPCC does not conduct its own research but evaluates scientific, technical, and socio-economic information relevant to understanding human-induced climate change and its risks.

Objectives
  • Scientific assessments on climate change, covering physical science, impacts, adaptation, and mitigation.
  • Special reports on critical issues such as global warming of 1.5°C, renewable energy, and water security.
  • Development of guidelines for national greenhouse gas inventories to support accurate emissions reporting.
  • Policy support by providing scientific data to help governments make informed climate-related decisions.
CSIR-NEERI’s Contribution to IPCC and Climate Change
CSIR-NEERI’s Role

The Council of Scientific and Industrial Research - National Environmental Engineering Research Institute (CSIR-NEERI) is an Indian research institution focused on environmental science and engineering. It has been designated as the Nodal Agency for Waste Sector GHG emissions, particularly related to solid waste and wastewater management in India.

CSIR-NEERI plays a crucial role in national and global climate change initiatives by contributing to Biennial Update Reports (BUR), National Communication (NATCOM), and Biennial Transparency Reports (BTR) submitted to the Government of India and the UNFCCC.

Key Contributions
  • Expert insights on solid waste and wastewater management for emission reduction strategies.
  • Technical participation in IPCC working groups and report reviews for climate policy and action.
  • Lead authorship in the IPCC Task Force on National Greenhouse Gas Inventories (TFI) for the "2019 Refinement to the 2006 IPCC Guidelines."
  • Climate mitigation strategies for effective greenhouse gas reduction in the waste sector.
Reporting Mechanisms
Biennial Update Report (BUR)

A national report submitted by non-Annex I countries under the UNFCCC, providing updates on national greenhouse gas inventories, mitigation actions, and support received.

National Communication (NATCOM)

A comprehensive report submitted to the UNFCCC, outlining a country’s climate change strategies, policies, vulnerability assessments, and mitigation measures.

Biennial Transparency Report (BTR)

A reporting requirement under the Paris Agreement, ensuring transparency in climate action by detailing national GHG inventories, NDC progress, and climate finance.
